The town of
Spartanburg utilized town marshals and military as the primary law
enforcement when it was but a small village more than 170 years ago.
The first town marshal of whom there is any record was George Bremm who
was elected to office on July 12, 1832. It is unclear in the records how
he was compensated for his services although it appears he served longer
than any other person who followed in this position.
The first Chief of
Police was appointed on September 12, 1879 by the town council. Since
that time a number of individuals have served as Chief of Police. W.C.
Bain, Jr. was promoted to Chief of Police in April of 1975 and served in
that capacity until 1981 when he was promoted to the position of a newly
created title, Director of Public Safety.
Today, the
Spartanburg Public Safety Department is under the direction of Director
A. Tony Fisher. Mr. Fisher came to the agency as Director upon the
retirement of W.C. Bain in 1995. The Public Safety Department is
comprised of the following three divisions: Police Services, under the
leadership of Colonel Jennifer Kindall,
Fire Division under leadership of Chief William “Bill” Ale, and
Technical Support under the leadership of Major Doug Horton.
Within the
organization, there are 130 sworn law enforcement, 73 firefighters, and
44 civilians. The Public Safety Agency provides emergency police and
fire response for a residential population of approximately 40,000,
which swells to a daytime population that exceeds 125,000, which
includes workers traveling from outside the city limits.
Our agency
continues to research and find potential resources to keep the agency on
the cutting edge of technology. We believe the future of law enforcement
resides in the ability to have and utilize technology. We also believe
agencies will be as good as the available technology allows them to be
and our efforts are to be the very best.
Employees earn leave as follows:
General Leave: 18 days a year (Maximum
allowed 765 Hours).
Holidays: 11 days a year (Maximum
allowed 85 Hours). Employees may bank holidays or receive pay at
double time, if scheduled to work.
Military Leave: (Maximum allowed 15 days
per year).
Compensatory Time: (Maximum allowed 60
Hours).
Employees earn Longevity Leave as
follows:

5th anniversary of
employment - 2 days per year

10th anniversary of
employment - 3 days per year
-
15th anniversary of
employment - 4 days per year
-
20th anniversary of
employment - 5 days per year

Spartanburg City Credit Union Services.
All equipment necessary to perform law
enforcement function is provided.
All new law enforcement employees are
paid to attend the South Carolina Criminal Justice Academy for nine (9)
weeks.

After training, a Public Safety Officer will
have the responsibility of providing police

Spartanburg.
